Enhancements to the General Ledger Close in OGsql 1.24+

1. The close month programs now produce a report with a brief list of what was accomplished during
     the close.  One report is received for all companies closed at the time.

2. If a given close does ANYTHING besides simple purging, then the user can now elect to “Omit
     Purges” when they perform the individual close.  This applies to...

     a. A/R Close Month ARC (which deletes invoices with zero balances from the summary statement
          and moves invoices with balances to the prior month section), and (IF and only if the
          multi-currency option and the retain-at-current option are both on) books currency
          fluctuations.
     b. JIB Close month JIC (which deletes old JIB items beyond nets-away the cross-clear JIB details by
          program), and (IF and only if the multi-currency option and the retain-at-current option are both on)
          books currency fluctuations.
     c. General Ledger Close Month GLC (which assigns accrual dates to GL detail, summarizes, and
          advances fiscal years).
     d. Revenue Close Month RVC (which deletes payable detail with zero balances from the summary
          statement and moves invoices with balances to the prior month section).
     e. Accounts Payable Close Month APC (if and only if the multi-currency option and the
          retain-at-current option are both on), in which case it books currency fluctuations.

So the idea is to defer the “lengthy” and routine purging until a more convenient time, and still get the logical effect of advancing a month when there is such a task.  The privileges for doing the logical closes can be set differently than for doing the routine purging.

3. At the bottom of the Maintenance menu is a new “Monthly Purge and Close” program, MPC, which
     does all the purging (but only the purging) associated with a given module’s close.  For the modules
     mentioned above (ARC, GLC, etc), the MPC program will always purge based on the last month
     actually closed, and does NOT advance the month.  These modules appear on the MPC grid as
     "Purge-Only".  For all other modules, the MPC program will do a full close, including purging and
     advancing, because those modules do nothing BUT purge.  These appear in the MPC grid as
     "Close".  The user is warned if any such month-advancing goes beyond the current GL month (a
     reasonableness check).

4. Where the close allows the purging to be omitted (GLC, etc) a warning message will appear if the
     user has omitted it for 6 months or more.  The user is never allowed to omit a purge when closing
     the last month of the fiscal year (so up to 11 months of purges can be deferred).
